whenever there are problems such as this $64 million shortfall, we need to have clear answers and a remedy for such a problem. I am definitely in support of the Hoekstra amendment because I do not believe that it is appropriate at this time for us to do this $64 million bailout when we do not have even an explanation as to why it exists. When we look at current law, it explicitly states: ``The corporation may not approve positions as approved national service positions for a fiscal year in excess of the number of such positions for which the corporation has sufficient available funds in the national service trust for that fiscal year.'' We are looking at a critical problem here, and it should not be addressed in this way, in this particular legislation. This funding to eliminate the shortfall should only be addressed after Congress can be assured that the tracking failures will not be an ongoing problem. Again, I support the Hoekstra amendment.
