I appreciate the appropriations from the Congress last year, relative to helping us do our job in the oceans of America.

The President was very clear in asking for the authority to be able to reorganize the Government.

I would rather be doing a lot more if we had that luxury.

At the end of the day, this is about landscape-level planning.
