A committee would hold a hearing, would invite in administration officials, executive branch officials, and would review the effectiveness of the program. There may be an inspector general's report about a wasteful part of the program. There may be newspaper articles or other sources of information. You hold a hearing, and the staff would be investigating this before the hearing. Then, we vote to recommend to the whole House whether that program should be reauthorized or not.
