this whole debate sort of revolves around what Thomas Jefferson once said, and that is that it is time we chain the government and free the people. That is what this debate is about, because we have operated in a policy of absolute unrestrained Federal Government. The more money we give the Federal Government, the more power this Federal Government has. We have gotten to the point where nearly 50 percent of our ability to see, our time, energy and intelligence, which we invest in our workplace, we see almost 50 percent of that taken by the Federal Government. So it is time we put the restraints on the Federal Government. John Marshall, our Supreme Court Justice back in 1819, said the power to tax involves the power to destroy. The power to destroy may defeat and render useless the power to create. These are propositions not to be denied. In 1996, that is what we are facing, and that is what we are dealing with now in the Federal Government.
