Madam Speaker, I wanted to address a point by the previous speaker about the fact that the Texas law preserves the right of a woman to more children; that is a higher choice than right to the life of a matured child yet in its mother's womb. The fact we need to remember is that that baby who is being killed and delivered by the partial-birth abortion will not only not have a choice for its own fertility in the future, it will not even have a life, and that is what this bill is about, preserving life. Now, we preserve all kinds of things in this Nation, including things that may need to be utilized. But preserving life is our number one criteria and our duty as lawmakers. I rise in strong support of H.R. 1122, the Partial-birth Abortion Ban Act. Last year, apologists for this abominable practice raised a fog of mendacity over the whole issue, but yet that today, that fog of mendacity has been pierced. There is greater understanding. Let the truth be known that thousands, thousands of partial-birth abortions are performed every year on mature children that are yet unborn.
