Mr. Speaker, not to belabor the point, but when the gentlewoman from Indiana uses the phrase ``current practice,'' what she is referring to is the entirety of American history. Let me repeat that, Mr. Speaker. For hundreds of years, this is the way population counts have been done. That is why the current practice is consistent with the plain reading of the 14th Amendment, a plain reading of the Constitution, and hundreds of years of precedent. What House Republicans are proposing is a radical departure from it. Mr. Speaker, I am prepared to close, and I reserve the balance of my time.
