Mr. Speaker, only in Washington can one argue that they would like to secure the border by advocating for the passage of a bill that they claim will fund border operations and then include in that bill a provision that prevents it from ever being considered by the Senate unless the Senate does its bidding and passes a completely separate bill. Mr. Speaker, I yield 4 minutes to the distinguished gentlewoman from New Mexico (Ms. Leger Fernandez), who is a distinguished member of the Rules Committee.
