If we defeat the previous question, I will offer an amendment to the rule to bring up H.R. 4582, Mr. Tierney's bill, to enable millions of students, graduates, and parents in middle class families to responsibly finance their existing student loans. To discuss our proposal, I yield 3 minutes to the gentleman from Massachusetts (Mr. Tierney), the ranking member of the Education and the Workforce Subcommittee on Health, Employment, Labor, and Pensions.
