As the designee of the gentlewoman from Texas, I have an amendment at the desk, the Jackson Lee amendment. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, after line 5, insert the following: ``(2) Outreach.--The Secretary shall, prior to any deadline to submit applications under paragraph (1), conduct outreach to historically Black colleges and universities, Hispanic- serving institutions, Native American-serving, nontribal institutions, institutions serving students with special needs, and institutions located in rural areas to provide those institutions with information on the opportunity to apply to carry out a demonstration project under this section. Page 2, line 6, strike ``(2)'' and insert ``(3)''. Page 2, line 12, strike ``(3)'' and insert ``(4)''. The CHAIR. Pursuant to House Resolution 677, the gentleman from Colorado (Mr. Polis) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Colorado.
