What the gentleman from Arizona failed to acknowledge is that the system simply doesn't work--missing its target more than half the time. You can't solve a problem by throwing more government money after it as the gentleman from Arizona is advocating. I would like to yield 1 minute to the gentleman from New Jersey (Mr. Andrews).
