I've been advised by some of our advisers on our side that, in fact, this would have been a CutGo violation even if this had been an amendment in committee. This is a serious discussion. When we're talking about CutGo, it's a serious issue. I think this Congress on both sides of the aisle have come here to balance the budget, to restore fiscal discipline to our country; and setting the precedent of a CutGo violation so early in the term really calls into question what a ``rule of the House'' even means if it is to be so casually disregarded.
