The gentleman from Alabama said there are more red snapper than there have ever been before, and that would seem to indicate that the policies are working, and I don't think it is a time to reverse course. Mr. Speaker, I yield such time as he may consume to the gentleman from California (Mr. Huffman), the ranking member of the Natural Resources Subcommittee on Water, Power, and Oceans and the author of the Democratic substitute, which is a cleaner reauthorization.
