I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, add the following: SEC. 6. PERMIT HOLDERS IN SIGNIFICANT NONCOMPLIANCE. None of the provisions of this Act, including the amendments made by this Act, shall apply to any permit holder that is listed by the Administrator of the Environmental Protection Agency as being in significant noncompliance with any requirement of the Federal Water Pollution Control Act (33 U.S.C. 1251 et seq.). The CHAIR. Pursuant to House Resolution 347, the gentleman from Colorado (Mr. Polis) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Colorado.
