Before I begin, I have a point of personal privilege. I thank the gentleman from Texas for the time. We on the Rules Committee and as Members of Congress rely on the hard work of our staff people, particularly on Rules Committee, working into the wee hours of the night, last night being an example, until 11:30. After 3 years of tremendous service, my Rules associate, Rosalyn Kumar, has accepted another position in the Senate, and I just want to express my appreciation for her hard work. She hails from the city of Dallas, Texas, and her hometown Representative is my colleague on the Rules Committee, Mr. Sessions. I'd like to yield for a moment to my colleague from Texas.
