I thank the gentleman. It is just simple business sense. It doesn't save money to preorder something that you don't know works. You don't do that in business. We as a country shouldn't do it. This is not a theoretical discussion about advance purchasing or economies of scale. When things work there's a legitimate discussion about that. It is absolutely foolish--foolish--to throw good taxpayer money after bad before our system has proven to work to keep America safe.
