Mr. Speaker, in brief response to the gentleman from Washington, all States, certainly including the residents of Puerto Rico, if they, in fact, become a State, would have the protections of the Second Amendment, as well as all of the other amendments and protections of our Constitution as interpreted by the Supreme Court. And, of course, it is entirely up to States what they do with regard to recognizing official languages. My own State of Colorado has no official language. I understand there are other States that do. Certainly any State can establish English, Spanish, French, whatever language they want, as an official language or languages. Mr. Speaker, I would like to yield 5 minutes to the gentleman from New York (Mr. Serrano). (Mr. SERRANO asked and was given permission to revise and extend his remarks.)
