I think the problem with the idea of the gentleman from Texas is that the base bill is so bad, it could take this body weeks or months to fix it. Meanwhile, we are 1 day away from the Export-Import Bank's reauthorization. At least let's get that done, and then we are happy to begin the work of trying to fix this terrible bill. Although, again, it might be more productive just to defeat it, send it back to Appropriations, and have them come up with a better base bill. I am proud to yield 2\1/2\ minutes to the gentleman from California (Mr. Sherman).
