I raise this point of order not necessarily out of concern for unfunded mandates, although there are likely some in the underlying bill H.R. 273, but rather as well to demonstrate that in many ways this bill and this process has been a travesty of the civics lesson that Americans learned in school. I would like to make, Madam Speaker, a parliamentary inquiry. The SPEAKER pro tempore. The gentleman shall state it.
