I yield myself the balance of my time. Mr. Speaker, appropriations are at the discretion of Congress every year. For that reason and others, I urge my colleagues to oppose this rule and the underlying bills. Patent reform is critical, it's important, and it's the right way to go, but this bill and the manager's amendment and the rule are the wrong approach. If we defeat the previous question, I will offer an amendment to the rule to remove the $712 million plus CutGo waiver for amendments to H.R. 1249.
