If Congress doesn't act, the Department of Homeland Security will shut down in 2 days. Republicans are playing a very dangerous game with our Nation's security. Today, I am giving the House a fourth chance to have a straight up or down vote on a clean DHS funding bill. If we defeat the previous question, I will offer an amendment to the rule to bring up H.R. 861, which will fund the Department of Homeland Security through the end of fiscal year 2015 without any poison pill provisions. We need to put an end to this stalemate and take immediate action to keep our country safe. Mr. Speaker, I ask unanimous consent to insert the text of the amendment in the Record, along with extraneous material, immediately prior to the vote on the previous question.
