Again, Mr. Speaker, I inquire--I would like your judgment, in fact--on when these motions are made and the document is submitted, clearly the document that is being referred to has to be referred to in the remarks. These Members are submitting a document, and they are, in fact, naming that document that they are submitting. I want to ensure that that complies with the Chair's interpretation of the House rules.
