Again, Mr. Speaker, I inquire--I would like your judgment, in fact--on when these motions are made and the document is submitted, clearly the document that is being referred to has to be referred to in the remarks. These Members are submitting a document, and they are, in fact, naming that document that they are submitting. I want to ensure that that complies with the Chair's interpretation of the House rules. Also stated on July 11, 2013, the Chair will exercise discretion in determining whether an individual unanimous consent request results in a yielding Member being charged time in debate.
