I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. (a) The total amount of appropriations made available by this Act is hereby reduced by one percent. (b) The reduction in subsection (a) shall not apply to amounts made available-- (1) under title I for ``Military Personnel''; (2) under title VI for ``Defense Health Program''; or (3) under title IX. The Acting CHAIR. Pursuant to House Resolution 783, the gentleman from Colorado (Mr. Polis) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Colorado.
