If we defeat the previous question, I'll offer an amendment to the rule to make in order the Connolly amendment, which proposes that Members who repeal Federal benefits for their constituents must forfeit such benefits themselves. Why should Members of Congress get special benefits that we deny to our own constituents? To discuss our proposal, I yield 3 minutes to the gentleman from New Jersey (Mr. Andrews).
