I have to take a moment to correct the gentlelady from North Carolina, my colleague, Dr. Foxx, who quoted, ``The lady doth protest too much,'' saying it was from Canterbury Tales. It is actually from Shakespeare's Hamlet. I'm sure the gentlelady, upon further reflection, will concur. I will add this bill, like Hamlet, is indeed a tragedy.
