The text of the amendment is as follows: Page 5, strike the closing quotation marks and second period at line 9, and after line 9 insert the following new subparagraph: ``(D) This paragraph shall not apply before the date the Secretary publishes a determination that the agency or bureau of the Department of the Interior that administers this section has been given adequate staff and budget resources to properly review and process every application for a permit under this subsection in order to ensure that no application is processed without thorough review.''.
