I want to point out that the vote my friend from California referenced on the committee by a 10-1 margin is a completely different bill and finance mechanism than is contemplated under the manager's amendment to this bill. This manager's amendment has not been seen or voted on by any of the committees of jurisdiction and is a major break from precedents on this issue. I would now yield 2 minutes to the gentleman from California (Mr. Schiff), a member of the Appropriations Committee.
