By tacking on unrelated immigration measures to a basic funding bill for Homeland Security, they are putting us on a path that could shut down our Department of Homeland Security and endanger the people of our Nation. Mr. Speaker, if we defeat the previous question, I will offer an amendment to the rule that would allow the House to consider a clean version of the Homeland Security bill. Mr. Speaker, I ask unanimous consent to insert the text of the amendment in the Record along with extraneous material immediately prior to the vote on the previous question. The SPEAKER pro tempore.
