I urge my colleagues on both sides of the aisle to vote ``no'' and defeat the previous question. I urge a ``no'' vote on this bizarre rule that combines two, at times, contradictory bills and rejects bipartisan amendments that would have addressed the concerns that many of us have with the underlying legislation.
