One way to honor the Speaker's word and not go to conference would simply be to take up the Senate immigration bill and advance it directly to the President. Perhaps we can also call upon the Speaker to honor his word in not having to go to conference by actually bringing the Senate bill before this body. The conference would not be necessary; is that correct? It would go right to the President.
