I think there is, both with respect to PACE and some other work that Johnny Isakson and I, Senator Isakson and I are doing in something called the SAVE Act, a huge opportunity here if we can think about how to do the financing.

I want to make sure that we've got an ecosystem in this country where venture capital is being invested here, and not going to Asia instead out of frustration.
I think that this law, this reauthorization, has kept the good parts of No Child Left Behind.
The ugly part is we had a system where the Federal Government set the goal, and then they prescribed to the States what programs and processes we had to use to meet that goal.

I think it's a 10th Amendment issue, right, and I think it's recognizing the rights that States have and the responsibilities that States have.
