It is now in order to consider amendment No. 6 printed in House Report 114-36. Mr. McCLINTOCK. Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, line 3, through page 3, line 10, strike section 101. The Acting CHAIR. Pursuant to House Resolution 134, the gentleman from California (Mr. McClintock) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from California. Mr. McCLINTOCK. Mr. Chairman, this amendment removes the taxpayer subsidies and requires Amtrak to operate as a business, as we were promised it would when it was established back in 1971. Every year, as Amtrak's operating losses have mounted, Congress has dutifully shoveled more money at it to keep it afloat. Every year, its congressional supporters have promised reforms to bring these losses under control. And every year, these promises have fallen flat. This year, we are told, well, look at all the new reforms that we are building into this. In 5 years, they will have their act together.…
