It isn't just, Let's wait until the whole thing runs out and then scurry around and try to figure out what to do. We are dealing with disasters. When I'm listening to my friend from North Carolina, it's like she wants to have Katrina happen all over again, where we're not prepared, the country is not prepared to deal with a massive emergency.
