If we somehow all came together, said okay, we're going to put a percent of the entire federal budget towards getting us to Mars and that gets you $200, $300 billion over the course of the next 17 years, can we do this?

I don't see this as really a zero-sum game within NASA where we need to have our security parts of the budget to participate in this.

I absolutely agree. I think we are up to 600, 700 pages of Ethics provisions... some things that are going to be needed, and there are going to be some things that... need to be cleaned up.
