The Clerk read as follows: Mr. Perlmutter moves to recommit the bill, H.R. 3523, to the Permanent Select Committee on Intelligence with instructions to report the same back to the House forthwith with the following amendments: At the end of the bill, add the following new section: SEC. 3. PROTECTING THE PRIVACY OF INTERNET PASSWORDS AND THE CREATIVITY OF THE INTERNET. Nothing in this Act or the amendments made by this Act shall be construed to-- (1) permit an employer, a prospective employer, or the Federal Government to require the disclosure of a confidential password for a social networking website or a personal account of an employee or job applicant without a court order; or (2) permit the Federal Government to establish a mechanism to control United States citizens' access to and use of the Internet through the creation of a national Internet firewall similar to the ``Great Internet Firewall of China'', as determined by the Director of the National Intelligence.
