The purpose is really this, to accelerate the use of clean domestic renewable energy and to promote energy efficient products and conservation; and furthermore, we want to spur research, development and deployment of clean renewable energy.

I absolutely agree. I think we are up to 600, 700 pages of Ethics provisions... some things that are going to be needed, and there are going to be some things that... need to be cleaned up.
