Title transfers are often a win-win for the taxpayer and the local communities that are served by these facilities.

Both bills we are considering here today... transfer facilities to the respective local water managers.

It is my understanding that these projects are fully paid off before title is transferred.

I like the idea of local oversight, as opposed to from a distance, like here from Washington, DC.
