In closing, Mr. Chairman, I would just point out that the Governor of Virginia supports this, the majority of the House Members from Virginia support this without the amendment, and the Democratic Senators from Virginia have in the past agreed to legislation identical in wording to what this legislation says about offshore activity. So because the offshore activities are adequately and responsibly dealt with in the bill as it is, I would urge a ``no'' vote on the amendment. I yield back the balance of my time. The Acting CHAIR.
