I just don't want it to happen again that the Forest Service or any other bureaucracy can tell the men and women who are training to protect our country that they can't train and that Congress has never even addressed this situation. I at least want to have a resolution on record expressing the sense of Congress that national defense is a priority. That is the way our Constitution is written. I think this makes all kinds of sense, and I would urge its adoption. Mr. Chairman, I reserve the balance of my time.
