I would like to say that the parenthetical phrase ``including measures required in emergencies'' is, I believe, unacceptably vague. It should not have to be the case where a Forest supervisor has to go get attorneys and call the lawyers to say, In this case, here's the situation: Is a boat okay or do we have to use horseback or can we go on foot? It's just simply not clear enough.
