I appreciate the gentleman from Tennessee (Mr. Cooper), my colleague. He is very sincere in what he says. I believe we have so many checks and balances that we will not be buying things that don't work. But, we need to unshackle MDA so they can get their job done faster and better than they can right now. Mr. Chairman, I urge my colleagues to support this amendment, and I yield back the balance of my time.
