I hope the Members of the House will support this conference report. It is basically a very good piece of work. In that regard, I want to thank our distinguished chairman from Kentucky and the gentleman from West Virginia [Mr. Mollohan] and the absolutely tireless work of a terrific staff in putting this all together. It is a good piece of work. Many areas, it is especially commendable to the Members. One I would like to point to in particular is the substantial funding base that is given to the Department of Commerce and its several important science and research activities under NOAA, the National Institute of Standards and Technology. There are still some problems. I am particularly distressed at the counterproductive and, I think, very backward-looking restrictions that are included in this bill on the activities of the Legal Services Corporation and its grantees. There is some gratuitous language in here about the census. But make no mistake about that, the bottom line on the census is that it allows the sampling process to move forward, and my colleagues particularly on this side of the aisle that are concerned about that ought to welcome this breakthrough.
