The gentleman is well aware that the then sitting Congresses were sharply divided and we could barely muster a majority vote to start the preparations that were ultimately necessary for this great Nation to fulfill its international responsibilities and to protect itself. That is exactly the kind of corner this language is likely to put this country in in some future difficulty if it were to become part of the Constitution.
