While I generally support this bill as meeting vital national security needs, there are a couple of areas in which I hope we may be able to make some changes and improvements when we get to conference, Mr. Chairman, and I wanted to discuss those this morning. One has to do with the funding levels for declassification as driven by the President's new executive order. I am afraid that the relatively low and arbitrary limits per agency that are included in the bill at this point will seriously impede the very necessary work that needs to be done within the intelligence community to move expeditiously to declassify many of our relatively old but still classified, documents. We have made some real progress in the whole question of classification reform over the last several years. We need to proceed and stay on track in this area.
