Reclaiming my time, I submit that there is a fundamental disagreement about what we mean. What the gentleman is saying is that, ``Well, we may not know what we mean today when we're amending the Constitution, but we'll figure it out some later time.'' I think that is really getting things backward. We need as much as we possibly can, and I think our discussion reveals that we do not yet have as clear an understanding as we possible can of the import of the gentleman's words in this proposed amendment. Certainly most provisions of the Constitution have been subject to some litigation. We should not, however, go out of our way to leave terminology so vague and confusing as to unnecessarily invite a plethora of litigation and uncertainty in this area which ought to have, as much as we possibly can, some sense of precision and certainty.
