Going back to the question I started to talk about, just the investments that China has made in South America.

We have also seen the expansion of Chinese military operations, the South China Sea expansion.

The Trump administration has been clear on the scope of the problem and gravity of the challenge before us.

I think it is unacceptable that we have not employed that executive order yet.
