Again, to the American people, we've heard asked often by Members of this body: Where are the jobs? I think we need to start asking: Why not these jobs? I thank the gentleman from Texas. With that, I yield to the gentleman from South Carolina, who has been very active in the fight for jobs in his home State and across this country.
