This legislation begins the process of reversing course from these failed policies toward building the strong policies that we need to stop the forgotten maniac. I urge my colleagues to support this bill--this amendment--which passed with unanimous support out of the Foreign Relations Committee. We can make a difference today. We can strengthen our partnership among South Korea, Japan, and the United States. We can stop the torture of the people of North Korea, and we can lift the threat of a nuclearized North Korea, which threatens to harm not just its neighbors or our allies but the people of this country, our homeland.
