The text of the amendment is as follows: At the end of the bill, add the following section: SEC. 7. CONTINGENT EFFECTIVE DATE. The provisions of this Act and the amendments made by this Act shall not take effect until the Secretary of Health and Human Services and Attorney General of the United States each certify that such provisions will lead to a reduction in overdose deaths.
