Thank you, Chairman Lummis, for holding this hearing today. I appreciate the opportunity to discuss the range of instruments that government can utilize to affect change.

To do that, we must first acknowledge that the energy marketplace is not a 'free' market.

My district is in Northern California and it includes northern Silicon Valley and it is really the cradle of innovation.
