Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 897) to provide authority and sanction for the granting and issuance of programs for residential and commuter toll, user fee, and fare discounts by States, municipalities, other localities, and all related agencies and departments, and for other purposes. The Clerk read the title of the bill. The text of the bill is as follows: H.R. 897 Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Residential and Commuter Toll Fairness Act of 2011''. SEC. 2. FINDINGS AND PURPOSES. (a) Findings.--Congress finds the following: (1) Residents of various localities and political subdivisions throughout the United States are subject to tolls, user fees, and fares to access certain roads, highways, bridges, railroads, busses, ferries, and other transportation systems. (2) Revenue generated from transportation tolls, user fees, and fares is used to support various infrastructure maintenance and capital improvement projects that directly benefit commuters and indirectly benefit the regional and national economy.…
